The following is the note San Luis joint APDH and UNSL by seeking the support to claim the revival of the case investigating the disappearance of former president Mauricio A. Lopez and other cases involving crimes committed 32 years ago by the last military dictatorship.
The bill was approved by the Council of the UNSL at the meeting last Tuesday, 9 December.


Causes of the struggle for Human Rights

Mauricio Amilcar Lopez was born in Bahia Blanca, Buenos Aires, 18 April 1919. He was educated at the Evangelical Community of the Brothers. In 1946 he graduated at the Faculty of Arts at UNC. As a philosopher. He was professor of logic and philosophy, psychology and pedagogy and taught courses and lectures at many colleges and ecumenical centers in Berlin, Holland, Sweden, Canada, Belgium, Scotland and New York, as a member of the World Council of Churches.

Cause Clandestine Detention Center Campo Las Lajas:
As stated in its report, the Ecumenical Movement for Human Rights Mendoza complained to the Federal Court No. 1 of Mendoza, the existence of a Clandestine Detention Center that belonged to the Air Force, located at Cerro Las Lajas's Dept . de Las Heras, Mendoza. On May 28, 2004 criminal case is initiated, which are complainants, together with the Ministry of Human Rights Office. Also presented as a plaintiff's brother, Mauricio Lopez, who was excluded by the Federal Court of Appeal of Mendoza, whereupon the MEDH filed an appeal before the National Court of Criminal Appeal which is currently pending.

The former rector of the University of San Luis Mauricio A. Lopez was kidnapped on January 1, 1977 and was seen between July and August of that year in the CCD, by the surviving witness Horacio Ferraris. He acknowledged the center's facilities underground, reported that there was a young man kidnapped his leg in plaster. He also denounced the death in the same place a young woman who had swallowed a cyanide capsule and the presence of his father, also kidnapped. Thanks to research done by the MEDH it was determined that the boy was Osvaldo Zuin, "Horacio" PRT activist kidnapped in Córdoba and seen in "The Pearl" and the girl was Maria del Carmen Marín, a member of Montoneros and Father Carlos Armando Marin. Ferraris is the only witness whom the court made recognition. He described military tents were installed with fixed installations and in the end of two months, he remained in the CCD, he met many people over abducted.
In the case also said Emilio Alberto Luque witness who was tortured in Las Lajas in October 1976 and then transferred to military facilities in St. Louis.

Since the opening of the cause, the experts appointed MEDH: Eloy Mendoza, staff of the Argentine Forensic Anthropology Team (EAAF), and Department of Geology at the University of San Luis have been excavating at the site of Las Lajas in the field looking for possible graves. These professionals have produced detailed reports that have been brought to justice.
The resources for these works have been contributed by the MEDH, except for the helicopter fuel with which they conducted a reconnaissance of the site, which was produced by the Human Rights Secretariat of the Nation. Currently, the skills have been temporarily halted because they can not afford that demand.
In April 2007, after three years of the opening of the case, was charged by the disappearance of Prof. Mauricio Lopez, the commander of III Corps Luciano B. Menendez, and members of the Intelligence Service of the Air Force Argentina, Pedro Esteban Jofre, Osvaldo Antonio Padorno Mesa and Santa Maria Juan Carlos, on charges of illegal deprivation of freedom aggravated, torture and aggravated robbery.

After four years since opening the case is stalled in the preliminary stage, no proposal or initiative by the judge or the prosecutor to advance in the investigation and punishment of those responsible for serious crimes.

It's been 32 years since the military coup, we can not wait any longer to investigate the disappearances of the time, that is why we request you to select the research on this cause, that because of the disappearance of the sole Rector of National University disappeared becomes for us an emblematic case and her claim for all causes, for crimes against humanity have been initiated our country.
